Going to geek out with you here:

Technically the first full body Muppet is Splurge - the big purple monster who has a mega fondness for radishes - in Hey Cinderalla! which was made in 1965.

However --

You are correct! Other than Big Bird - who always walks around, lol - it looks like Bert was the FIRST time a standard waist up Muppet was FULLY shown with legs and all.

Oh! That leaping deer creature episode - TOTALLY the VERY first The Muppet Show episode! The Green Gazelles (the deer creatures) and Juliet Prowse (man, is she gorgeous) did that lovely ballet called "Solace". HEE!
